Well joining is simple. All you need do it choose a position in the house for yourself, and e-mail your details to one of the following addresses:

Your Klingon name
Your mundane name
Your fanclub affiliation (ie. KAG Kanada, KAG, KSF, etc.)
Your ship or station name
Your geographical location
and
Your e-mail address
Note: You may choose an unoccupied position in the house, but the final decision is up to the House Council.
